Evil is a human construct

Evil is the word we use to describe those circumstances that impede our desires unjustly, and caused by another person or persons. If we are hungry and a person who has plenty eats a burger in front of us without sharing, genocide is evil but a death penalty is not.   

Our desires come from the same attributes of most animals, are mostly based on a need for sexual dominance, procreation, and survival. This is what German Philosophers call the "will to life", which is the force behind the third person of the trinity, and the words love, hate, evil, etc.. What is called "the will" is the fountain that provides our description of reality since we mostly see reality in context to our "will", or from a specifically human point of view. 

Without man there is no evil. No one thinks that a tiger eating a rabbit is evil, yet we all think your mother eating her sisters baby certainly is. 

How a community defines words like evil is a cultural choice, which will define the nature of our society and how each individual defines his world. How we define words is dictated by the society and language we live within. What is evil to one society can be pleasure or justice, to another, and the same is true for the individual. 

If within us is the ability to cause evil, there is also within us, the ability to eliminate it.

If you have a dualist view of God, then you believe in two Gods - one good, and one evil, possibly in conflict similar to the Persian, Zoroastrian view of Ahura Mazda and his adversary Angra Mainyu.  You might not see God an all powerful flawless creator of the universe, in which case evil is permitted and implicit in your belief. But, evil has nothing to do with God, it is a human creation, a belief and the product of ignorance, and abuse. 

We forget we are hairless apes and governed by the same social-sexual drivers of these animals. 

In western religion, the root of evil is understood as the fall of man or original sin. The fulfillment of temptation via the  eating of the tree of "Knowledge of Good and Evil". 

To attempt to understand evil in a religious context, is as absurd as understanding physics from fairy tails.  

Evil is a value judgment we make as a society, and then raise our children accordingly. This is also true of morals, as this concept is flexible, and relative to the particular society you are concerned with. 

Since evil has nothing to do with God, we should stop asking God for a remedy. If evil is of concern, we should take steps to correct the flaws in society. 

Clearly "evil" is a problem, it is a task to be done, and a repair that needs attention. As with all tasks we have ever undertaken the primary factors for success are our will to change, and knowledge to do so. It is for this reason that we need to be aware we are operating on the architecture of an ape, and must adjust our "will" and redefine the words we use away from the animal context.  

The definitions we use come from our English language, which was developed by Europeans and molded by the morality of our Church. Unfortunately western culture and religion evolved to govern and not necessarily to provide truth or facilitate human will. Quite the contrary religion and government provides us with dogma, and intimidation, inhibiting science, subjugating women, the lower classes and others.  Religion is a form of mind control to mold people into a mass ready to be governed for the benefit of an aristocratic class. A method of willing enslavement of a lower class. A religion that proclaims freedom, declares knowledge is bad for you, and provides God that will solve problems only if you attend Church.  Quite the opposite is true, knowledge is truth, and the truth will set you free, yet our animal nature makes us competitive which is the cause of evil.       

Evil is the different shades of repression of the human spirit. To confirm this statement try an experiment -  take a child, torture and abuse him or her, then see if the result resembles evil.

Do the same to a society and you will have  the same result in mass. 

In summary: Evil is a factor only because we need it to create fear in the people we enslave. There is no will to eliminate it because the upper class profit from the concept, and the rest of us are too stupid to do the repair work needed for its elimination.

I would hope that as a church (political institution) your intent is not to do evil, yet you know that good intentions can turn out badly, making what we call good turn evil, and vice versa. Furthermore you also know that good and evil are words that can have opposing meanings depending on your political point of view.
The concepts of good and evil are nothing more than descriptions for the plight of the meek in the face of the strong. No law could prevent a tiger from eating its prey, good and evil are nothing more than the inverse of each other depending of the point of view of participants. Competition is like a game where victory is seen as dinner for one, while for the other the outcome is murder.

In competition taking advantage of our neighbors is the norm, we call this profit, and no one sees it as evil. Social inequality is the very object of capitalism, we strive to be better off than our neighbor and compete to do so. The problem arises when some players of this game take all the chips, monopolize the marketplace and reduce freedom of competition.

In a society governed by laws and agreements verified by courts and compelled by law it is inevitable for there to be disproportions injustice created by those with power and wealth that can only be equalized by transparency and political action.

We hope to be civilized, to live in a society that is not governed by the will of the strongest. We hope for a nation governed by the people, and for the people.

Therefore, evil becomes inequality, and can only exist through a lack of transparency, or the inaction of our people.

Hiding information and intentions is an advantage in competition, and an essential aspect of corruption. But, activities intended for a common good are best done as transparently as possible.

Regardless of religion, some aspects of society are based on facts.
